PMP-93308 As an end user I want to hide fields independent of CustomerFieldControl custom setting

• Title: Display Hazard Details Field and Display Administrative Controls
• Public/Private: Public
• Default: Display

Existing System: 

• "CustomerFieldControl" custom setting is controlling display of both Hazard Details Field in Hazard Detail screen and “Administrative Controls“ field in Risk Rating > Existing Controls screen.
• There is no configuration to show/hide Administrative Control field in Proposed Controls section
• Currently if a customer wants to use only Administrative Controls field and does not want to use Hazard Details field, system does not have a way for this combination

Purpose: 

• Improve field configuration flexibility by removing dependency on "CustomerFieldControl" custom setting
• Introduce independent show/hide custom setting for each of the fields
• Maintain consistency in configuration for same field in different sections

Enhanced System:

• Existing custom setting "CustomerFieldControl" will drive only field label change (existing implementation)
• To show/hide Hazard Details Field in Hazard Detail screen and “Administrative Controls“ field in Risk Rating will be driven based on new custom settings
• New custom setting’s value will be set as per customer’s configuration of “CustomerFieldControls” custom setting in Production
